I offer to write a dissertation on the topic of flat tax rates, as this subject intrigued me upon learning that it is a reality in other European countries. In Portugal, individual income taxes are progressive, applied according to the taxpayer's income rank, with this characteristic being present in Article 104.º of the Portuguese Constitution. Analyzing this topic requires considering both legal doctrine and case law, and also considering the possibility of amending the Portuguese Constitution, which currently establishes the progressivity of tax rates. In this sense, the analysis will only accomplish its goal after determining whether or not it is necessary to amend the constitutional article. By analyzing the Portuguese Constitution, the goal is to understand the reasoning behind the constituent legislator’s decision to implement progressive tax rates, while considering the reality prior to 1974. Then, it is necessary to understand how this choice affects taxpayers - that is, how progressive tax rates impact a citizen's quality of life. Using mathematical methods, the intention is to compare how the situation would differ if a flat tax rate were implemented, to conclude whether the quality of life would increase, decrease, or remain the same. Given that there are countries applying either flat tax rates or a system with only two tax rates, I also aim to explore those legal systems to provide another point of comparison with the current Portuguese reality. Thus, the objective is to determine whether the current tax system should remain unchanged or whether changes are necessary to improve the well-being of Portuguese taxpayers.pt_PT
