O desafio dos refugiados na União Europeia

Abstract

Com o início da Primavera Árabe, iniciado em 2010, na Tunísia e alastrando-se a vários países de Médio Oriente e Norte de África, a Europa vê chegar às suas portas milhares de refugiados que numa ânsia desassossegada procuram a vida e os direitos que lhes tentam levar nos países de origem, devastados por conflitos infindáveis e pela miséria, arriscam-se em perigosas viagens, por terra e mar, em busca de proteção, segurança e melhores condições de vida, num continente indevidamente preparado para os acolher. A chegada destes refugiados às fronteiras da União Europeia (UE) deu origem a uma crise humanitária que tem posto à prova a solidez, os princípios e os valores desta instituição. A atual crise migratória no Mediterrâneo questiona capacidade de a Europa gerir os elevados fluxos migratórios e o acolhimento de refugiados. À medida que os números refugidos aumenta, instala-se, no espaço europeu um certo receio que deste aumento poderá significar para a segurança dos países de acolhimento, exacerbado pelo fenómeno ser frequentemente equacionado com o terrorismo e a criminalidade transnacional. Esta dissertação vai procurar analisar os mecanismos criados pela UE para gerir esta crise humanitária que assola o seu território, dando especial atenção aos refugiados sírios. Iremos refletir sobre as posturas dos diferentes Estados-Membros da UE relativamente ao acolhimento dos refugiados, que no caso da Hungria, evidencia uma falta de solidariedade e partilha das responsabilidades.

With the beginning of the Arab Spring, which began in 2010 in Tunisia and spread to several countries in the Middle East and North Africa, Europe sees thousands of refugees arrive at its doors, who in a restless eagerness seek life and the rights that they try to take in their countries of origin, devastated by endless conflicts and misery, they risk dangerous journeys, by land and sea, in search of protection, security and better living conditions, in a continent unduly prepared to welcome them. The arrival of these refugees at the borders of the European Union (EU) gave rise to a humanitarian crisis that has put to the test the solidity, principles, and values of this institution. The current migratory crisis in the Mediterranean questions Europe's ability to manage high migratory flows and the reception of refugees. As the number of refugees increases, there is a certain fear in Europe that this increase could mean for the security of host countries, exacerbated by the phenomenon that is often equated with terrorism and transnational crime. This dissertation will seek to analyze the mechanisms created by the EU to manage this humanitarian crisis that is plaguing its territory, paying special attention to Syrian refugees. We will reflect on the positions of the different EU Member States regarding the reception of refugees, which in the case of Hungary, shows a lack of solidarity and sharing of responsibilities.
