Title: A eficiência da Reorganização Administrativa Territorial das Freguesias do distrito de Braga

Abstract: A crise económica e financeira, a par das constantes derrapagens das contas públicas, fizera notar, uma preocupação crescente com a sustentabilidade, salvaguardando a eficiência como um fator essencial. Em Portugal, este ponto, forçosamente impulsionado pelo último programa de ajustamento e por um conjunto de práticas de agregação vivenciadas, especialmente em países desenvolvidos, estimulou a redução do número de unidades de poder local. Neste contexto, esta tese objetiva estudar se a última reforma das freguesias concretizada no distrito de Braga é a que potencia maiores ganhos de eficiência. Para se obterem os resultados de eficiência utilizou-se a metodologia Data Envelopment Analysis (DEA), tendo por base um conjunto de dados respeitantes à totalidade das freguesias existentes, antes e após a reforma, concretamente, o ano de 2012 e de 2015. No que concerne aos resultados obtidos, constata-se que, com a reforma, a eficiência foi potenciada em 10 dos 14 municípios, isto para a totalidade dos modelos utilizados, no entanto, os resultados mostram uma ampla margem de melhoria. Foi ainda possível observar que uma reorganização que dote as freguesias de uma dimensão maior, isto é, mais próxima da média verificada na União Europeia (UE), traria ganhos de eficiência médios em todos os municípios. Assim, conclui-se que a reforma das freguesias concretizada em 2013 no distrito de Braga não é a que permite maior eficiência, uma vez que esta pode ser potenciada se aquelas beneficiarem de uma escala geográfica mais próxima à da UE. O estudo visa contribuir para o conhecimento da eficiência da organização do território, nomeadamente no âmbito das freguesias portuguesas, não se conhecendo investigações que tratem esta temática nestas unidades de poder local.
The economic and financial crisis, together with the constant slippage of public accounts, had noted a growing concern with sustainability, safeguarding efficiency as an essential factor. In Portugal, this point, necessarily driven by the last adjustment program and by a set of aggregation practices experienced, especially in developed countries, also stimulated the reduction of the number of units of local power. In this context, this thesis aims to study whether the last reform of the parishes carried out in the district of Braga is the one that promotes greater efficiency gains. In order to obtain efficiency results, the Data Envelopment Analysis (DEA) methodology was used, based on a set of data relating to the totality of existing parishes, before and after the reform, specifically, the year 2012 and 2015. In the Regarding the results obtained, it appears that, with the reform, efficiency was enhanced in 10 of the 14 municipalities, this for the totality of the models used, however, the results show a wide margin of improvement. It was also possible to observe that a reorganization that endowed the parishes with a larger dimension, that is, closer to the average verified in the European Union (EU), would bring average efficiency gains in all municipalities. Thus, it is concluded that the reform of the parishes carried out in 2013 in the district of Braga is not the one that allows greater efficiency, since this can be enhanced if they benefit from a geographic scale closer to the EU. The study aims to contribute to the knowledge of the efficiency of the organization of the territory, namely within the scope of the Portuguese parishes, and there are no investigations dealing with this theme in these units of local power.
