The article analyzes the Portuguese system of child and youth protection from a systemic perspective, emphasizing the centrality of the child and the family in the intervention process. Building on the changes introduced by Law no. 147/99, it discusses the evolution from a welfare-oriented model to a collaborative paradigm that values social networks, emancipation, and participation. The text highlights the importance of family narratives, partnership models, and the active involvement of families, even in contexts of involuntary intervention. It also points out the challenges arising from bureaucratization, lack of human resources, and the need to reconcile the child’s timeframe with the family’s process of change. The article argues that system crises can be seen as opportunities to strengthen collaborative practices, expand the functional autonomy of institutions, and humanize social intervention, balancing reason and emotion in the defense of children’s rights.
