The text “Environment, Sustainability and Law at Sea in Timor-Leste” argues that, in the Timorese case, the sustainability of the sea is a concrete form of exercising sovereignty. More than merely delimiting boundaries, a sovereign State asserts itself when it protects its marine ecosystems, guarantees decent livelihoods for coastal communities, and turns the ocean into a lasting pillar of its development. In this context, the sea of Timor-Leste, with its reefs, mangroves, seagrass meadows and ocean-dependent communities, is identified as the true strategic “center of gravity” of the country. The author draws on the framework provided by the United Nations Convention on the Law of the Sea (UNCLOS) to propose an integrated vision of maritime governance, based on clear responsibilities for the conservation, surveillance and sound management of the Exclusive Economic Zone and the continental shelf. The text identifies six major maritime challenges for Timor-Leste and shows how they can be transformed into opportunities within the scope of the blue economy, through the promotion of sustainable fisheries, low-impact aquaculture, responsible nature-based tourism, blue carbon projects and ocean literacy. The paper culminates in a 10-year action agenda, supported by specific legal instruments, innovative financing mechanisms and a governance model that combines inter-ministerial coordination, community co-management and transparency through open data. Structured around the verbs to know, to protect and to enhance, the text offers Timor-Leste a pragmatic roadmap to turn its marine natural wealth into human well-being and, at the same time, reinforce sovereignty, legal security and international respect for the country. |
