A inclusão digital em uma lógica capitalista excludente

Abstract

Este ensaio teórico tem como base o cotidiano do Assistente Social no Hospital Universitário da Universidade de São Paulo (HU/USP) e propõe discutir as condições impostas, pelas inovações tecnológicas que alteram e limitam significativamente o acesso a bens e serviços da população usuária da Proteção Social e também das Políticas de Saúde. Sob a lógica do capitalismo excludente a sociedade do século XXI tem como duas de suas características: a produtividade e os resultados rápidos, e vem desenvolvendo com celeridade novas estratégias para abreviar o tempo dos processos de modo geral. Entretanto, no modo capitalista a mesma lógica, que propõe eficácia e fluidez dos processos também se mostra responsável pelo agravamento de uma crise sistêmica global. A tecnologia da informação, a inteligência artificial, as plataformas digitais, telefonia, internet entre outras mudanças trouxeram benefícios, mas não houve um planejamento consistente em relação ao acesso da população socialmente vulnerável, principalmente quando necessitam de inclusão em programas e direitos sociais. O presente estudo analisou como as novas estratégias e ferramentas digitais de acesso a bens e serviços submetem o sujeito pauperizado aos interesses das classes dominantes, e isso ocorre devido à exclusão digital que envolve fragilidade na infraestrutura, escasso poder de compra, ausência de conhecimento digital e tecnológico, falta de acessibilidade, qualidade dos serviços prestados, o que leva à exclusão digital e social.

This theoretical essay is based on the daily life of the Social Worker at the University Hospital of the University of São Paulo (HU/USP) and proposes to discuss the conditions imposed by technological innovations that alter and significantly limit the access to goods and services of the user population of the Protection Social and also Health Policies. Under the logic of exclusionary capitalism, society in the 21st century has as two of its characteristics: productivity and quick results, and has been rapidly developing new strategies to shorten the time of processes in general. However, in the capitalist mode, the same logic, which proposes efficiency and fluidity of processes, is also responsible for the worsening of a global systemic crisis. Information technology, artificial intelligence, digital platforms, telephony, the internet, among other changes, have brought benefits, but there has not been consistent planning regarding access for the socially vulnerable population, especially when they need inclusion in programs and social rights. The present study analyzed how the new digital strategies and tools for accessing goods and services subject the impoverished subject to the interests of the dominant classes, and this is due to the digital exclusion that involves fragility in the infrastructure, scarce purchasing power, lack of digital knowledge and technology, lack of accessibility, quality of services provided, which leads to digital and social exclusion.
