Abstract

Inserção Geoeconómica de Portugal – Que Futuro? Uma análise sintética aos cenários identificados no projeto “Foresight Portugal 2030”. Em 2020 a Fundação Calouste Gulbenkian promoveu um projeto denominado “Foresight Portugal 2030” com o objetivo de “contribuir para uma reflexão e debate aprofundados na sociedade e instituições portuguesas, tendo em vista mudar a trajetória de Portugal das últimas décadas” e para que, desta forma, “o país chegue a 2030 muito mais capaz de crescer e prosperar, respondendo em paralelo aos desafios climáticos e de coesão e mobilidade sociais”. Com o presente documento pretende-se analisar o contexto mundial em que se baseou a análise realizada, procurando-se identificar aspetos que desde a conclusão do projeto (2021), possam ter contribuído para alterar esse mesmo contexto em que se baseou o exercício de cenarização. Por outro lado, e focalizando a análise no grupo de variáveis macro “Inserção Geoeconómica e Conetividade Internacional”, identificaram-se os cenários e dinâmicas dominantes, bem como eventuais elementos que têm alterado a probabilidade de ocorrência de cada um desses cenários.

Geoeconomic Insertion of Portugal – What Future? A synthetic analysis of the scenarios identified in the “Foresight Portugal 2030” project. In 2020, the Calouste Gulbenkian Foundation promoted a project called “Foresight Portugal 2030” with the aim of “contributing to in-depth reflection and debate in Portuguese society and institutions, with a view to changing the trajectory of Portugal in recent decades” and so that, in this way, “the country will reach 2030 much more capable of growing and prospering, responding in parallel to climate challenges and social cohesion and mobility”. With this document we intend to analyze the global context on which the analysis carried out was based, examining aspects that since the completion of the project (2021) may have contributed to changing the same context in which the scenarios were designed. On the other hand, and focusing the analysis on the group of macro variables “Geoeconomic Insertion and International Connectivity”, the dominant scenarios and dynamics were identified, as well as any elements that may have changed the probability of occurrence of each of these scenarios.
