dc.description.abstractA segurança dos espaços marítimos ocupa um lugar central nas Relações Internacionais e nas preocupações dos Estados. Os crimes marítimos são os grandes problemas enfrentados pelos Estados do Golfo da Guiné, em particular os Estados costeiros. As suas consequências são sentidas não só para além das fronteiras internas de um Estado como também a níveis globais, afetando a segurança regional e internacional. O presente trabalho de investigação versou o tema “São Tomé e Príncipe e a sua segurança marítima no Golfo da Guiné: A cooperação técnico - militar com Portugal". O nosso objeto de estudo foi a segurança marítima de São Tomé e Príncipe, um pequeno Estado insular, com uma posição geoestratégica relevante no Golfo da Guiné, que é uma região onde a segurança no mar está sendo ameaçada. A vasta extensão das suas águas territoriais tem obrigado o país a exercer uma fiscalização reforçada, mas o arquipélago sofre pela insuficiência de equipamentos, meios marítimos e navais. A fiscalização da sua ZEE é reforçada pela ajuda de parceiros, Organizações Internacionais e Estados vizinhos. A investigação teve como a linha orientadora a nossa questão de investigação: “Em que medida a cooperação portuguesa contribui para o aperfeiçoamento das capacidades da Guarda Costeira São-tomense na área da defesa e segurança?”. Nesta perspetiva o trabalho versa sobre a cooperação técnico-militar entre STP e Portugal, que aquele país assume como um dos principais parceiros do arquipélago na formação e treinamento da Guarda Costeira para o combate e controlo da pesca ilegal, da segurança marítima e, por último, da pirataria marítima. Os resultados obtidos da investigação são apresentados e discutidos nos seus respetivos capítulos. Quanto à metodologia, a investigação assumiu a natureza qualitativa com base documental. A técnica de recolha de dados foi essencialmente o inquérito por entrevista, sendo esta conduzida através de um guião. O tratamento de dados foi conduzido Através da análise de conteúdo. Relativamente às principais conclusões, observa-se que a cooperação portuguesa contribui para o aperfeiçoamento das capacidades da guarda costeira de STP. Os resultados obtidos através da análise das respostas dos entrevistados indicam que as capacidades adquiridas pela guarda costeira são-tomense na cooperação técnico militar permitem um maior controlo, vigilância e realização de operações de fiscalização conjunta com o NRP Zaire no combate e na garantia da segurança de todo o espaço marítimo sob a jurisdição do Estado são-tomense, bem como na sua participação em missões e exercícios conjuntos na região.pt_PT
dc.description.abstractThe security of maritime spaces occupies a central place in international relations and in the concerns of states. Maritime crimes are the major problems faced by the Gulf of Guinea states, in particular coastal states. Its consequences are felt beyond the internal borders of a State as well as at global levels that affect regional and international security. The present research work was based on the theme "São Tomé and Príncipe and its maritime security in the Gulf of Guinea: Technical-military cooperation with Portugal". Our object of study was the maritime security of São Tomé and Príncipe, a small island state, with a relevant geostrategic position in the Gulf of Guinea which is a region where security at sea is being threatened. The vast area of its territorial waters has forced the country to exercise enhanced supervision; the archipelago suffers from insufficient equipment, marine and naval means. The supervision of ZEE is strengthened by the help of partners, international organisations and neighbouring states. The investigation was based on the guideline which sought to understand "to what extent does Portuguese cooperation contribute to the improvement of the capacities of the São Tome Coast Guard in the area of defense and security”. In this perspective, the work analyses the technical-military cooperation between STP and Portugal, which STP assumes as one of the main partners of the archipelago in the training of the Coast Guard for combating and controlling illegal fishing, maritime security and, finally, maritime piracy. The results obtained from the research are presented and discussed in their respective chapters. Regarding the methodology, the research took on the qualitative nature based on analysis of official documents. The data collection technique was done mainly through interviews structured with interview script.The data were processed through content analysis. With regard to the main conclusions, it is observed that the Portuguese cooperation contributes to the improvement of the capabilities of the STP coast guard. The results obtained through the analysis of the responses of the interviewees indicate that the skills acquired by the SãoTomean coast guard in military technical cooperation allows for greater control, surveillance and conducting joint inspection operations with the NRP Zaire to combat and guarantee the security of the entire maritime space under the jurisdiction of the Sao Tome State as well as its participation in joint missionsand exercises in the region.pt_PT
