Da relevância do mar na política orçamental portuguesa

Abstract

O presente artigo procura não apenas chamar a atenção para a relevância geoestratégica do Mar para Portugal – com destaque para o Oceano Atlântico –, como, também, dar uma ideia do peso relativo das áreas da Marinha, da Pesca e do Transporte Marítimo e Fluvial para o Orçamento de Estado Português. Conclui-se que, apesar de os centros de decisão política reconhecerem a importância do Mar para a economia portuguesa, não se lhe tem atribuído a necessária relevância em termos de Orçamento de Estado.

his article intends to call the attention to the geostrategic importance of the Sea in Portugal - mainly to the Atlantic Ocean - as well as to give us the idea of the relative weight of the Marine, Fishing areas and the Maritime and inland Waterway for the Portuguese Budgetary Policy. It is possible to conclude that, besides the centers of political decisionmaking acknowledgement of the importance of the Sea for the Portuguese Economy, it has not yet been assigned the necessary importance in terms of State Budget.
