Gestão orçamental para bancos centrais : estudo de caso

Abstract

Quando o tema é Banco Central tornou-se comum as atenções estarem voltadas para a política monetária, a supervisão das instituições financeiras e até para o mercado cambial, em suma para os aspetos macroeconómicos ligados a essa instituição. Mesmo durante o ensino raramente é apresentada a Instituição, mas sim as matérias que são consideradas como do “metier” da mesma. A presente dissertação não pretende mostrar a fotografia externa deste organismo, mas sim a sua forma de gestão e o efeito dessas politicas na sua governação. Pretende-se aqui, quebrar o secretismo à volta desta instituição e apresentar as particularidades do seu funcionamento, olhando para as diversas realidades dos Bancos Centrais, dos quais pertencentes à SADC e outros à CPLP, no intuito de não limitar o conhecimento sobre estas instituições. Para apresentar estas instituições, far-se-á recurso à gestão orçamental, que é uma ferramenta de gestão que também conta com algum antagonismo entre autores de livros do foro dessa disciplina e até mesmo, de gestores de renome. Serão apresentadas as limitações, as particularidades e o que representam para este tipo de Organizações. Numa perspetiva ampla, a pesquisa efetuada com esta dissertação enriquece o conhecimento sobre os Bancos Centrais na visão administrativa, bem como introduzem na Gestão Orçamental uma blindagem face às opiniões adversas à sua eficiência e eficácia.

When the subject is Central Bank, attention is usually focused on monetary policy, the supervision of financial institutions, even foreign exchange market, in short the macroeconomic aspects related to this institution. Even during teaching, it is rarely presented to the institution, but rather the subjects that are considered as the "metier" of the institution. The present dissertation does not intend to show the external photograph of this organism, but its management and the effect of these policies in its management. The intention here is to break the secrecy around this institution and present the paths of its functioning looking at the various realities of the Central Banks, some SADC and others of the CPLP in order not to limit the scope of knowledge about these majestic institutions. In order to present these institutions, budget management will be used, which is a management tool that also has some antagonism between book authors from the management forum and even from renowned managers. It will present the limitations, the particularities and what it represents for this type of organizations. In the big picture, the findings made with this dissertation enrich the knowledge about the Central Banks in the administrative view, as well as introduce in the Budget Management a shielding against the opinions adverse to its efficiency and effectiveness.
