Novos usos dos interiores dos quarteirões : reabilitação de quarteirão da Rua de Miguel Bombarda no Porto

Abstract

O tema, novos usos dos interiores dos quarteirões, surge a partir da necessidade de se endereçar uma resposta a um problema crescente na cidade do Porto que é a deslocalização da população residente, do centro da cidade para a periferia. Pelo aumento do custo de vida no centro da cidade ou pela procura de outro tipo de comodidade, que o tipo de habitação característico da cidade do Porto não consegue oferecer. Este tema procura responder a essas necessidades a partir da abertura do interior dos quarteirões, tornando-o um espaço que sirva de base à criação das valências necessárias à habitação dos dias de hoje. Pretende-se com esta dissertação definir um possível caminho a percorrer no combate a este fenómeno do despovoamento do centro da cidade, procurando-se fixar as pessoas no centro da cidade. Assim, propõe-se criar uma rede geral que integre este tipo de intervenções, com o objetivo de dotar a cidade de outros pontos de interesse, como é a abertura do interior dos quarteirões ao público em geral. Para a elaboração da presente dissertação procedeu-se à pesquisa de bibliografia referente ao tema e de documentos históricos do quarteirão em estudo. Tomou-se conhecimento do quarteirão a intervir por meio de levantamentos fotográficos e investigação junto dos habitantes da zona. Executando-se ainda, uma comparação entre os projetos de referência e o caso de estudo, com vista ao seu apuro. Conclui-se que a cidade só sobrevive e aguenta o ritmo de crescimento atual, se a estratégia de intervenção na mesma, estiver virada para a população no sentido da fixação da habitação no centro da cidade. Onde o interior dos quarteirões pode ter um papel chave, como espaço de aplicação de estratégias pró habitação. Ou seja, a tomada de outras opções quanto ao público-alvo primordial das intervenções urbanas, pode ter repercussões perigosas para a sustentabilidade do desenvolvimento urbano das cidades.

The theme new uses of the interiors of the blocks, arises from the need to address a response to a growing problem in the city of Porto which is the relocation of the resident population, from the city centre to the periphery. Because of the increase in the cost of living in the city centre or the search for another type of comfort that the characteristic housing of the Porto city can’t offer. This theme seeks to respond to these needs by opening the inside of the blocks turning it into a space as the platform for the creation of the necessary valences of housing nowadays. The aim of this dissertation is to define a possible way to combat this phenomenon of depopulation of the city centre, trying to fix people in the centre of the city. To this end, we seek to create a general network integrating such interventions and thus provide other points of interest to the city, such as the opening of the interior of the blocks to the general public. For the elaboration of the present dissertation we proceeded the research of bibliography related to the subject and historical documents of the block in study. The block was known to intervene by means of photographic surveys and investigation with the inhabitants of the zone. In addition, a comparison between the reference projects and the case study, with a view to its maturation. It is concluded that the city only survives and can withstand the current growth rate, if the intervention strategy in it, is turned towards the population in the direction of the fixation of the housing in the centre of the city. Where the interior of the blocks can play a key role as a space for the application of prohousing strategies. In other words, taking other options on the primary target audience for urban interventions can have dangerous repercussions for the sustainability of urban development in cities.
