Planeamento e patologia urbana

Abstract

Esta tese tem por objectivo abordar os problemas e patologias urbanas que os cidadãos adquirem por influência dos problemas sociais, económicos e ambientais dos locais onde vivem, uma vez que estes acarretam males fisicos e psicológicos. Urge agora reparar esses males planeando a cidade, demolindo bairros sociais, focos de infecções; reabilitando as zonas históricas; criando infra-estruturas e equipamentos no espaço público, de modo a melhorar as condições para a habitabilidade, vivência e felicidade das pessoas. A tese centra-se na análise das cidades e necessidade do seu planeamento, fazendo uma incursão pela legislação acerca do planeamento do território nacional, do PDM do Porto, de forma a evidenciar as medidas tomadas, e sugerindo-se outras, para ultrapassar o abismo entre a criação da legislação e a sua aplicabilidade. Foi desenvolvido uma análise crítica fundamentada no conhecimento no terreno e apontamos soluções práticas para a sua reestruturação, especificando-se ocasionalmente o caso particular dos bairros sociais e da zona da baixa da cidade, dado que se encontram envelhecidos e degradados a todos os níveis e constituem montra das patologias aqui descritas. Planear melhor e mais cidade, centrando a atenção nas necessidades das pessoas, pois são elas os protagonistas da cidade. A pesquisa, feita no terreno e com base na bibliografia e nas conversas com políticos, médicos, sociólogos, psicólogos orientadores de mestrado e outros leva-nos a apresentar este trabalho, com uma dinâmica de pragmatismo explicativo e demonstrativo, porque mais do que descrever teorias, pretende-se aqui constatar os problemas, explicar as suas causas e propor demonstrativamente formas de solução.

This theory has as goal to aprouch the urban pathologies that the citizens acquire under the influence of the social, economical and environmental problems of the places where they live, as soon as they bring them physical and psychological diseases. It is urgent now to repair these problems by planning the city, demolishing social districts, focuses of infections; rehabilitating the historical zones; creating infrastructures and equipments in the public space, in way to improve the conditions for the habitable state, existence and happiness of the persons. The theory is centered in the analysis of the cities and necessity of his planning, doing a raid for the legislation about the planning of the national territory, of the PDM of Oporto, to show the taken measures up, and when others are suggested, to exceed the abyss between the creation of the legislation and his applicability. There was developed a criticai analysis based on the knowledge in the land, pointing to practical solutions for his restructuring, when there is specified occasionally the particular case of the social districts and of the donwtown zone, given that they are aged and degraded at all the levels and constitute shop window of the pathologies here described. To plan better and more city, centering the attention in the necessities of the persons, since they are link the protagonists of the City. The inquiry done in the land and on basis of the bibliography and the conversations with political, doctors, sociologists, psychologists, advisors of masters degree and others takes us presenting this work, with the dynamic one of explicative and demonstrative pragmatism, because more than to describe theories, one intends here to note the problems, to explain his causes and to propose demonstratively the forms of solution.
