O espaço público urbano e seus elementos morfológicos : Nevolgilde Foz do Douro

Abstract

O espaço público urbano (EPU) constitui um elemento estruturante ao nível da arquitetura, bem como na modelação e definição da urbanidade, influenciando a vivência e ocupação dos espaços. Esta ocupação traduz-nos contrastes entre o tradicional e a sua evolução ao longo do tempo, evidenciando características intrínsecas dos que o moldam e trabalham, traduzindo-se numa diversidade e multiplicidade de elementos constituintes destes espaços, denominados elementos morfológicos, responsáveis pela interligação e comunicação dos indivíduos entre estes e a paisagem urbana. A cidade do Porto evidencia uma forte tradição histórica que traduz a evolução urbana que a própria cidade sofreu, com uma forte evidência na preservação e manutenção dos elementos morfológicos que apresentam um carácter histórico, integrando estes com a remodelação e planeamento de novas infraestruturas urbanas. A proposta apresentada incide sobre a freguesia de Nevogilde, coincidente em parte com a Unidade Operativa de Planeamento e Gestão 1 (UOPG1) do Plano Diretor Municipal (PDM) do Porto. Ao nível da estruturação e desenvolvimento da proposta, são tidos em consideração os instrumentos e normativos de planeamento e gestão territorial em vigor. Ao nível dos resultados alcançados, relacionam-se com a reconfiguração física do espaço, sob a forma de desenho urbano, de forma a recuperar e sustentar a cidade, tendo em consideração o homem/peão, criando espaços privilegiados e protetores para o desenvolvimento das suas atividades e favorecendo uma mobilidade sustentável.

The urban public space (EPU) it’s a structuring element at architectural level as well as in modelling and definition of urbanity, influencing the experience and spaces occupation. This occupation is reflected in the contrast between the traditional and its evolution over time, indicating the intrinsic characteristics of those who shape and work, resulting in a diversity and multiplicity of constituent elements of these spaces, called morphological elements, responsible for the interconnection and communication between these individuals and the urban landscape. The Oporto city shows a strong historical tradition that reflects the urban development that the city itself suffered, with strong evidence in preservation and maintenance of morphological elements that present historical character, integrating these with the remodeling and planning of new urban infrastructure. The present propose focus in Nevogilde parish, in part coinciding with the Operation and Management Planning Unit (UOPG1) and Oporto Municipal Plan Director (PDM). At the level of development and structuring of these propose, the regulatory instruments of territorial planning and management are taken into consideration. At results levels reached, they are related to the space physical reconfiguration, in the form of urban design, in order to recover and sustain the city, taking into account the man / pawn, creating privileged spaces for the development of its activities and promoting sustainable mobility.
