A cidade criativa : um quarteirão no Porto e a sua relação com a cidade

Abstract

A evolução recente das cidades que se destacam a nível mundial é a sua transformação em cidades criativas. Tomando como exemplo o projecto 22@Barcelona, é desejável a persecução de estratégias locais para valorizar o existente e dar uma resposta criativa aos problemas. Outras cidades como Paris, Londres ou Amesterdão dão importantes pistas quanto ao rumo a tomar enquanto cidade num todo. O Porto foi a cidade seleccionada para a implementação de um conjunto de alterações que, a serem bem sucedias, o irão tornar numa cidade criativa. A sua rica história em conjugação com a posição de destaque na região Norte de Portugal torna a cidade num local de confluência de pessoas e culturas potenciando a criatividade na definição de soluções para a cidade. Foi escolhido um quarteirão representativo, quer pela sua localização privilegiada, quer pela sua historicidade. Devido ao aspecto devoluto de alguns edifícios e à construção desordenada no interior do quarteirão, promoveu-se à requalificação do que estava bom e à demolição do supérfluo. No seu lugar, ficaram espaços verdes e um auditório, para promover os encontros entre as pessoas. Os principais problemas surgiram a nível das acessibilidades e do estacionamento. O recurso ao estacionamento subterrâneo e à construção de uma estrutura metálica foram as soluções encontradas. A resposta à questão das acessibilidades teve de ser necessariamente comum. No final, o projecto potencia a criatividade do quarteirão, faltando apenas a sua concretização e disseminação pela restante cidade para atingir esse propósito final.

The most recent evolution of worldwide relevant cities is its transformation in creative cities. Looking at the example of the 22@Barcelona project, it is desired the achievement of local strategies to increase the worth of what is already a reality and to achieve a creative solution for its problems. Other cities, e.g. Paris, London or Amsterdam, can show valuable clues about the right course to take while considering the city as a whole. Oporto was the selected city where to implement an array of changes, which, if successful, will make it become a creative city on its own. Oporto’s rich history, as well as its prominent position in the North region of Portugal, conspires the city to become an important hub of people and cultures, which increases the possibilities of achieving creative solutions for the city’s shortcomings. A representative city block was chosen for its privileged location and for its historical background. Because of the unkempt looks of some of the buildings in the block and also the unruled construction in its interior, it was promoted the requalification of what was in good conditions and the demotion of the unneeded. In the place left vacant, there will be gardens and an auditorium, to promote the coming together of people. The most striking problems encountered were on the level of accessibilities and car parking. Building an underground parking lot and a metal structure were the right answers for the problems. It had to be a common solution for a common problem. In the end, the project strengthens the creativity of the city block, and is only missing making it happen in the field, as well as its seeding for the whole city of Oporto in order to make it a creative city.
