Security Sector Reform (SSR) is an essential for peacebuilding and development in Guinea-Bissau. Despite various efforts and projects, very few relevant impacts have been produced so far. This article analyses the EU-SSR mission and contends that although the mission may have had unintended impacts, its shortcomings mission did not arise exclusively from instability in Guinea-Bissau but are due to the way the mission was planned and implemented, to the need for rapid results, and because it was ill adapted to the context. The transformation of the security sector has to be an internal process, resulting from the mobilization of the Guinean society’s capacities and from the search for adequate solutions in the wider framework of state building. Although external interventions may have had unintended impacts, greater instability may also arise from lack of international interest. The issue is how can external interventions promote positive dynamics which will lead to the sought transformation.
