This article aims to analyze how the Constitutional Charter of 1826 was born and evolved through its reforms, paying attention to the consensual or conflictual ways in which they were made and to their contents, more or less adjusted to the society, in order to understand how they contributed to its successes or failures. After an initial period of troubled validity, the Charter reached a lasting phase incorporating reforms (of 1852 and 1885), approved in parliament by consensus among the main political forces, which introduced democratic advances for greater political participation of citizens. A final phase, following the crisis of 1890, incorporated reforms that, due to the dictatorial manner in which they were decreed, in a climate of conflict between parties, and the reduction of voting rights and the role of the elected chamber – in contrast to social evolution that demanded greater citizen participation – determined the end of both the Charter and the regime itself.
