This paper analyses the evolution of the Regional Coordination and Development Commissions (CCDR) within the framework of the Portuguese supramunicipal administrative organization. Starting from the historical instability of the intermediate tier between municipalities and the State, it is demonstrated that the Portuguese system has oscillated between weak local self-government solutions and forms of regional administration dependent on central government. The analysis shows that the current CCDR, I.P., despite the significant expansion of their functions and competences, continue to reflect a logic of State administration, initially direct and, more recently, indirect. It is therefore argued that the functional strengthening of these entities has not addressed the deficit of democratic legitimacy at the regional level; rather, it has exacerbated it through the increasing governmentalization of their executive body. It is concluded that overcoming this issue requires the effective establishment of autonomous territorial entities, namely the administrative regions enshrined in the Constitution.
