Intervenção do assistente social no acolhimento de refugiados da Ucrânia

Abstract

O artigo analisa a intervenção do assistente social no acolhimento de refugiados ucranianos em Portugal, na sequência da guerra iniciada em fevereiro de 2022. Baseia-se na experiência prática e apresenta uma reflexão crítica sobre as fases do acolhimento, acompanhamento e integração dos refugiados, salientando a importância de uma abordagem sistémica, interdisciplinar e interorganizacional. Portugal reagiu com uma onda de solidariedade para com estes deslocados de guerra, organizando-se progressivamente para responder ao fluxo migratório, atribuindo mais de 59.000 Títulos de Proteção Temporária até janeiro de 2024. O acolhimento começou de forma informal, liderado por movimentos cívicos e humanitários, evoluindo para uma resposta mais estruturada, envolvendo, sobretudo, o Estado, as Autarquias e as Instituições de Solidariedade. O/a assistente social revelou-se profissional essencial na mediação entre refugiados e estruturas de apoio, promovendo direitos e o respeito pela sua situação, tendo em vista a sua integração na sociedade portuguesa. Recorrendo ao conhecimento teórico-metodológico e ao compromisso com os Direitos Humanos, os profissionais deram o seu contributo no planeamento, organização e acompanhamento social, procurando empoderar e reavivar o sentimento de dignidade a cada pessoa e família, reconhecendo cada refugiado como um ser único, com história e trajetória de vida particular, para além da condição de vulnerabilidade decorrente da fuga do seu país. Esta realidade complexa exige quer o reforço das políticas de acolhimento e das de equipas de intervenção, quer a constante reflexão e ação do Serviço Social em prol da dignidade e da esperança dos que vivem momentos tão profundamente humanos e desafiantes.

The article analyzes social worker intervention in the reception of Ukrainian refugees in Portugal, following the war that started in February 2022. It is based on practical experience and presents a critical reflection on the phases of reception, monitoring and integration of refugees, highlighting the importance of a systemic, interdisciplinary and inter-organizational approach. Portugal reacted with a wave of solidarity towards these war displaced people, progressively organizing itself to respond to the migratory flow, granting more than 59,000 Temporary Protection Titles by January 2024. Reception began informally, led by civic and humanitarian movements, evolving into a more structured response, involving, above all, the State, Local Authorities and Solidarity Institutions. The social worker proved to be an essential professional in mediating between refugees and support structures, promoting rights and respect for their situation, with a view to their integration into Portuguese society. Using theoretical-methodological knowledge and a commitment to Human Rights, the professionals made their contribution to planning, organization and social support, seeking to empower and revive the feeling of dignity in each person and family, recognizing each refugee as a unique being, with a particular history and life trajectory, in addition to the condition of vulnerability resulting from fleeing their country. This complex reality requires both the reinforcement of reception policies and intervention teams, and the constant reflection and action of Social Work in favor of the dignity and hope of those who live such profoundly human and challenging moments.
