The Constitutional Charter was the longest-lasting text in Portuguese constitutional history, remaining in force for more than seven decades, but it had to overcome multiple difficulties before achieving some constitutional stability, especially from the Regeneration of 1851/52 onwards. This article looks back at its origins and discusses the position adopted by the main European powers (Great Britain, Russia, France, Austria, and Spain) when, in the middle of 1826, they were taken by surprise by a constitutional text that, granted from across the Atlantic (Brazil), threatened to unbalance the political scene on the Iberian Peninsula and spread to the rest of Europe. Although there were those who considered the Portuguese Constitutional Charter to be a spark thrown from Brazil that threatened to set Europe ablaze, in the end there was no political storm and the Charter prevailed. |
