Each human being aspires to freedom in security. Freedom never exists without security – it is the first of freedoms and foundation of the social contract. Without security, freedom is imprisoned, citizenship vanishes, because there is no society without crime. No rule-of-law state endures without the police – it is the force of law opposed to the right of force. In a rule-of-law state, the police play the role of the main actor in public security: the police act as an institution of coercive social control. The idea of police is expressed in the singular way and take place in plurality. The police model varies by country: Portugal adopts the dual model, through the security forces (GNR and PSP) – a napoleonic legacy. The police hold academic dignity: in the scientific sphere, Police Science flourishes – scientific knowledge shapes the police. |
