In recent decades, Lisbon has undergone significant expansion of social housing neighborhoods, implemented as a response to the right to housing. These neighborhoods differ from other municipal neighborhoods not only due to their design, which targets low-income populations, but especially because of the historical stigma attached to them. This stigma contributes to the creation of symbolic and cultural boundaries, reinforcing the social and urban vulnerability of the families who live there. In this context, a key question arises regarding the role of the State: to what extent does its action or inaction contribute to perpetuating these conditions of vulnerability? Furthermore, do current housing policies also promote the erasure of collective memories within these territories, disregarding their human and cultural capital? In response, we propose a reevaluation of the target audience of housing policies, along with the introduction of key concepts from Sociomuseology and Social Museology as interdisciplinay alternatives. These fields offer tools to guarantee not only the right to memory and to personal and community heritage, but also the right to the city. The aim of this study, which is part of ongoing research, is to understand whether museological initiatives supported by public authorities can help reduce vulnerability factors in so-called social housing neighborhoods. To this end, we focus on the relationship between Museology and Social Work, analyzing their intersections, foundations, and potential as key partners in fieldwork. The research adopts a qualitative methodology, with exploratory, inductive, and deductive approaches, grounded in action research. As a methodological tool, we developed two distinct museological projects in social housing neighborhoods in Lisbon, with the goal of understanding their dynamics and impacts. Through this study, we seek to contribute to a more inclusive Housing Policy, one that values its beneficiaries in the diverse aspects of their culture, identity, and human capital, while fostering a collaborative relationship between the State and the community in building new narratives around the territory.
