A importância da segurança pública no bem-estar do Estado

Abstract

Num momento de tamanha efervescência, cheio de dúvidas e receios na geopolítica e geoeconomia, a segurança ganha mais expressão e valor, tornando-se um ativo ainda mais essencial no plano do investimento e atratividade, quer doméstica quer, sobretudo, estrangeira. A segurança passa a ser vista como uma marca de qualidade que pesará, como nunca, na decisão daqueles que se querem afastar de climas de risco e imprevisibilidade. É neste âmbito que perpassamos a nossa análise, pelos níveis de investimento que cada Estado Membro faz nas suas polícias, espelhando bem como Portugal, onde a segurança é hasteada como selo de qualidade, surge em contraciclo, apresentando dos indicadores mais baixos em toda a União Europeia. É daqui que surge a questão de ouro: até onde será possível preservar os níveis de segurança quando não se preserva quem, em primeira linha, a promove?

On this moment, with such a high instability, filled with doubts and fears in all around geopolitical and geoeconomic terms, security wins more expression and value, becoming an equity even more essential regarding investment and attractiveness, either domestic or, foremost, foreigner. Security stars to be seen as a quality brand that will influence, as ever, the decision of those who seek stability and peace either than risk or unpredictability. Our analysis goes through the levels of investments of each member state in their security forces, mirroring and focusing the low level of caring that Portugal, where security is flagged overseas, shows regarding police salaries, with one of the lowest incomes of all the European Union. Therefore, it’s reasonable to make a golden question: until when will it be possible to preserve these high security levels while their main promoters are so mistreated?
