It is increasingly difficult to meet housing needs in Portugal. This problem, although intrinsically linked to low economic growth rates over the last two decades, is also rooted in a worrisome lack of supply in the housing ma rket, both in terms of real estate and renting market, which is already becoming important social issue, namely because the well-established structural problem on the supply side has been compounded by a significant increase in demand, which is largely due to the sustained growth of external demand (essentially due to tourism). This results in a market balance with higher prices, which, in turn, make it impossible for many consumers – perhaps especially the younger generations – to access the good. This problem, although sufficiently well known in economic theory from a theoretical point of view, has proven to be difficult to resolve in practice in Portugal. This article seeks to explain these difficulties and to present some possible solutions. |
