Resumo: A cultura organizacional é primordial nas organizações e no seu funcionamento. Entre os autores tornou-se um tema de discussão controverso desde os anos 70. As organizações são formadas por pessoas interagindo, e as mesmas podem ser estudadas, tornando- se um factor de sucesso decisivo num contexto de mudança organizacional, atentas as expectativas dos seus membros. Assim corno o indivíduo, as organizações têm características e individualidade próprias que as diferenciam entre si, e um dos factores que contribui para tal é o tecido social interno, caracterizando assim uma cultura e um comportamento organizacional. O que não se explica pelos processos explica-se pela cultura Schein (1985). A cultura organizacional é tão mais importante quando se está perante a fusão de hospitais, organizações altamente complexas e diferenciadas tecnologicamente, e com diferentes grupos profissionais actuando em contextos físicos e geográficos diferentes, assim como histórias de evolução das instituições distintas. Perante organizações sem fins lucrativos e em processo de mudança o valor da cultura é necessariamente um activo a sustentar o sucesso da nova organização e resultados que visa alcançar, no novo modelo de gestão, por certo. Deste modo a avaliação do processo de fusão na óptica da identificação das culturas vigentes antes da fusão dos Hospitais Padre Américo Vale do Sousa EPE, e S. Gonçalo - Amarante, EPE, organizações distintas que passaram a constituir o Centro Hospitalar do Tâmega e Sousa, EPE, configurou-se um desafio de interesse académico e pragmático, atenta a realidade reformista do Ministério da Saúde Português. Na análise do caso prático procura-se identificar os traços fortes da cultura de um e de outro hospital antes da fusão, assim como posteriormente identificar qual a cultura prevalecente ou com maior influência na nova organização. Acresce ainda que sendo a cultura construída por comportamentos, artefactos e influenciada pela entidade criadora, requer apurar qual dos oito grupos profissionais que exercem funções na organização de saúde maior influência teve ao nível da integração dos hospitais e seus recursos. O conhecimento dos valores culturais orienta a tomada de decisão, os estilos de liderança, a motivação e o comprometimento das pessoas, razões pelas quais este tema mereceu a nossa atenção. A mudança representa a principal característica dos tempos modernos o que torna o tema mais interessante.
The organizational culture is essential for organizations and its operation. Since the 70s it has becorne a controversial topic of discussion among authors. The interaction between people in organizations, which can be studied, constitutes a critical success factor in the context of organizational change, considering the expectations of its rnembers. Just as an individual, organizations have their own individuality and characteristics that distinguish them from each other. The organization’s social fabric, which characterizes culture and organizational behavior, is one of the factors that contribute to that distinction. What can’t be explained by proccsses is explained by culture Schein (1985). Organizational culture is crucial when we consider the merge of hospitais, organizations which are technologically highly complex and differentiated, with various professional groups acting on different physical and geographical contexts, as well as a distinct institutional development history. Considering nonproflt organizations in the process of changing, the value of culture is necessarily an asset that supports the success of the new organization and the results that it aims to achieve in the new management model. Concerning the identification of existing cultures prior to the merge of the Hospitai Padre Américo Vale do Sousa, EPE and S. Goncalo, EPE. separate organizations which currently integrate the Hospital Center Tâmega e Sousa, the evaluation of the merge process constitutes a challenge of academic and pragmatic interest, within the context of reforrn of the Portuguese Health Ministry. The analysis of this case study intends to identify the strong cultural marks in both hospitaIs before the merge, as well as the predominant culture or with higher influence in the new organization. Moreover, considering that culture is build by behaviors and artifacts and influenced by the creative entity, the study analysis the level of influence of the eight professional groups that carry out functions in the organization, concerning the hospitals’ merge and its resources. Due to the fact that the knowledge of cultural values supports the decision making process, leadership styles, motivation and people’s commitment was the main reason to focus our attention on this subject. Change represents the main characteristic of modem times which makes the subject more interesting.
