A reabilitação do quarteirão e Palacete Vilhena Coutinho, cidade de Braga

Abstract

O presente estudo tem por objetivo compreender a relação que uma intervenção num quarteirão tem com a sua envolvente. Enfatizando em especial a reabilitação urbana de um quarteirão, e tendo como ponto de partida o Palacete Vilhena Coutinho, em Braga, a proposta apresentada passa pela reabilitação do palacete, atualmente em ruína, para uso como habitação nos pisos superiores e restauração/ comércio no rés-do-chão. O programa apresentado inclui a criação de acessos para os transeuntes ao interior do quarteirão, pelo que abrange também a reabilitação do interior do quarteirão atualmente composto por construções secundárias, heterogéneas e inestéticas, que constituem um potencial foco de degradação e ameaça para a saúde e a segurança coletivas. A reabilitação do Palacete e do interior do quarteirão servirá de exemplo para os demais edifícios. Os critérios de escolha deste edifício e do seu quarteirão, para além do valor histórico e arquitetónico do Palacete para a cidade de Braga, prendem-se ao facto de ser um quarteirão localizado no centro histórico da cidade. Como acontece por toda a Europa, o centro histórico encontra-se habitado por uma faixa etária envelhecida, estando em falta o dinamismo natural de grupos mais jovens. Outro objetivo desta proposta passa, portanto, por dinamizar o centro histórico, atraindo famílias jovens para esta área, e favorecendo-a com novas funcionalidades em espaços outrora devolutos e de acesso privado. Procura-se, assim, encontrar uma simbiose perfeita entre o meio envolvente do palacete, o quarteirão, e o exterior, permitindo criar novas vivências e obter benefícios para o centro histórico a nível social, económico, urbanístico, arquitetónico e ambiental. This study aims to understand the relationship between an intervention in a quarter and its impact on the surrounding area. Emphasizing specifically the urban rehabilitation of a quarter, with the Vilhena Coutinho Mansion in Braga as a starting point, the presented proposal involves the rehabilitation of the mansion, currently in ruins, for residential use on the upper floors and restaurant/commercial use on the ground floor. The program presented includes the creation of access for passers-by to the interior of the quarter, thus, comprising the rehabilitation of its interior, currently composed by secondary constructions, heterogeneous and anaesthetic that constitute a potential risk for degradation and collective health and security hazards. The rehabilitation of the mansion and the interior of the quarter will serve as an example to the other buildings. The criteria for choosing this building and this quarter, in addition to the historical and architectural value of the mansion for the city of Braga, are linked to the fact that it is a quarter located in the historical centre of the city. As is the case throughout Europe, the historical centres are inhabited by an aging demographic, lacking the natural dynamism of younger groups. Another goal of this proposal is, therefore, to invigorate the historical centre, by attracting young families to this area, introducing new functions to places that were previously neglected and of private access. One searches, thus, to finda perfect symbiosis between the surrounding environment of the mansion, the quarter,and the exterior, allowing the creation of new experiences and to obtain benefits to the historical centre at a social, economic, urbanistic, architectural and environmental level.
