As transformações da política europeia : a posição da Alemanha

Abstract

O artigo analisa as transformações da política europeia da Alemanha e questiona a visão convencional da Alemanha como um estado europeizado. Num contexto de simultaneidade de crises europeias, principalmente a crise das dívidas soberanas da zona euro, a Alemanha afirma-se mais assertiva na defesa dos seus interesses. Partindo dos conceitos de "Europeização", "downloading" e "uploading" na interacção entre as instituições europeias e o contexto doméstico alemão, argumenta-se que a Alemanha percorre actualmente uma reconceptualização dos seus interesses e da sua identidade internacional, com implicações para a solidez da solidariedade intra-europeia e o futuro do próprio projecto europeu.

The article examines the transformation of German European policy and questions the conventional view of Germany as a Europeanized state. In a context of simultaneous crises in Europe, especially the sovereign debt crisis of the eurozone, Germany has become more assertive in defending its interests. On the basis of the concepts of ‘Europeanization’, ‘downloading’and ‘uploading’ regarding the interaction between European institutions and the German domestic context, it is argued that Germany is currently reconceptualizingits interests and its international identity, with implications for the strength of intra-European solidarity and the future of the European project itself.
