    <description>Título: Street-level bureaucracy e (des)merecimento : desafios éticos no serviço social
Autor: Caetano, Ana Paula
Neste sentido, o artigo defende a necessidade de reforçar uma agenda profissional sustentada em princípios éticos comuns, orientada para a construção de uma sociedade democrática e socialmente justa.; The Welfare State is expressed through front-line professionals, street-level bureaucrats (e.g., social workers), who play a crucial role in the implementation of public policies. This theoretical article critically analyses the concepts of discretion, decision-making, and deservingness judgements within the context of Social Work, seeking to understand how these processes constitute ethical challenges in professional practice and shape access to social support. Based on a critical and interpretative review of the literature, the article examines the relationships between personal values, professional norms, and institutional contexts, with particular attention to the specificities of interventions with individuals experiencing vulnerability and social exclusion. The analysis highlights that deservingness judgements, although often implicit, have significant implications for equity in access to social responses, underscoring the importance of equitable policies and ethically responsible professional practice in promoting social justice. In this regard, the article argues for the need to strengthen a professional agenda grounded in shared ethical principles, oriented towards the construction of a democratic and socially just society.
