Sem segurança, a liberdade falece e a cidadania evapora-se, por não haver sociedade sem crime. Nenhum Estado de Direito subsiste sem polícia – é a força do Direito, oposta ao direito da força. No Estado de Direito cabe à polícia garantir a segurança pública – é a força pública cívica: a polícia exerce o controlo social coativo da desviância à lei. A ideia de polícia exprime-se no singular e concretiza-se no plural – a polícia é glocal. A matriz policial varia consoante o país: Portugal conserva o modelo dual, via forças de segurança (GNR e PSP) – um legado napoleónico. A polícia detém dignidade académica – na esfera científica floresce a Ciência Policial: o conhecimento científico molda a polícia.; Each human being aspires to freedom in security. Freedom never exists without security – it is the first of freedoms and foundation of the social contract. Without security, freedom is imprisoned, citizenship vanishes, because there is no society without crime. No rule-of-law state endures without the police – it is the force of law opposed to the right of force. In a rule-of-law state, the police play the role of the main actor in public security: the police act as an institution of coercive social control. The idea of police is expressed in the singular way and take place in plurality. The police model varies by country: Portugal adopts the dual model, through the security forces (GNR and PSP) – a napoleonic legacy. Muito se tem escrito sobre as vantagens e desvantagens desta Odisseia pelos mares, mas pouco sobre gastronomia. De facto, no âmbito da História das Descobertas Portuguesas, o tema da alimentação e das receitas culinárias é pouco estudado, enquanto legado rico e diversificado que importa conhecer e valorizar. É património imaterial com valor cultural e potencial turístico significativo a nível nacional e internacional.; The Portuguese colonization project aimed to spread Catholicism with the Vatican’s approval, while the Jesuits built schools overseas and promoted trade through a lingua franca, Portuguese. As a result, products and services were exchanged on a global scale as never before, which was a precursor to the process of globalization. Much has been written about the advantages and disadvantages of this odyssey across the seas, but little about gastronomy. In fact, in the context of the history of Portuguese discoveries, the subject of food and culinary recipes has been little studied, despite being a rich and diverse legacy that is important to know and value. A investigação destaca a dinâmica histórica das três fases da colonização: a produção de açúcar, a economia negreira e a exploração de cacau e café, sublinhando a importância económica, social e estratégica destas atividades para o império português. O estudo aborda também o processo de independência, marcado pela emergência de movimentos nacionalistas, repressão colonial e consolidação do MLSTP, e examina a transição para um regime democrático multipartidário. Adicionalmente, o artigo discute a política externa contemporânea de São Tomé e Príncipe, evidenciando o seu pragmatismo diplomático, as relações estratégicas com a China, Nigéria e parceiros lusófonos, e a crescente centralidade das questões ambientais, energéticas e de segurança marítima. O estudo enfatiza a vulnerabilidade do país face às alterações climáticas, à erosão costeia, e à degradação dos ecossistemas marinhos, destacando a utilização de instrumentos internacionais de cooperação e financiamento climático como plataforma de diplomacia e desenvolvimento sustentável, bem como enfatiza as questões de segurança marítima e energética, com destaque para o combate à pirataria. Conclui-se que a trajetória histórica e colonial moldou profundamente as estruturas políticas, económicas e sociais do arquipélago, influenciando a sua posição geoestratégica e política externa contemporânea.; This article analyses the discovery, colonisation and decolonisation of São Tomé and Príncipe, contextualising the archipelago within framework of Portuguese colonial expansion and the partition of Africa in the 19th century. The research highlights the historical dynamics of the three phases of colonisation: sugar production, the slave economy, and the exploitation of cocoa and coffee, emphasising the economic, social, and strategic importance of these activities for the Portuguese empire. The study also addresses the process of independence, marked by the emergence of nationalist movements, colonial repression and the consolidation of the MLSTP, and examines the transition to a multiparty democratic regime. In addition, the article discusses the contemporary foreign policy of São Tomé and Príncipe, highlighting its diplomatic pragmatism, strategic relations with China, Nigeria and Portuguese-speaking partners, and the growing centrality of environmental, energy and maritime security issues. The study highlights the country’s vulnerability to climate change, coastal erosion, and the degradation of marine ecosystems, emphasising the use of international instruments for cooperation and climate financing as a platform for diplomacy and sustainable development. It also emphasises maritime and energy security issues, with a focus on combating piracy. It concludes that the historical and colonial trajectory has profoundly shaped the political, economic, and social structures of the archipelago, influencing its geostrategic position and contemporary foreign policy.
