Autor: Cláudio, Fábio André Agostinho, 1994- Resumo: “O dilema chinês: assertividade para um mundo harmonioso?” teve como objetivo demonstrar de que maneira a China atua interna e externamente de modo a almejar o seu objetivo principal, ser uma superpotência com paridade internacional relativamente aos EUA. A atitude assertiva da China tem sido um meio para atingir um fim – uma ordem mundial harmoniosa para os interesses chineses. Por isso, neste trabalho é demonstrada a dicotomia que existe entre a retórica chinesa de uma ascensão pacífica e a assertividade mascarada em forma de cooperação. A retórica chinesa revelou-se eficaz numa primeira fase de ascensão, no entanto, atualmente, as ações chinesas são diametralmente opostas ao seu discurso, pelo que têm criado cada vez mais perceções negativas e reações defensivas dos demais atores relativamente a esta. A ascensão de um ator como Pequim vem trazer novas mudanças estruturais que tornam a compleição do sistema internacional e a sua distribuição de poder bastante diferentes, deste modo torna-se relevante analisar a (re)ascensão de uma superpotência como a China.; “The chinese dilemma: assertiveness for a harmonious world?” it aimed to demonstrate how China acts internally and externally in order to pursue its main objective, to be a superpower with international parity with the US. China’s assertive attitude has been a means to an end - a harmonious world order for Chinese interests. Therefore, this work demonstrates the dichotomy that exists between the Chinese rhetoric of a peaceful rise and the masked assertiveness in the form of cooperation. Chinese rhetoric proved to be effective in the first phase of ascension, however, nowadays, Chinese actions are diametrically opposed to his speech, which is why they have increasingly created negative perceptions and defensive reactions from other actors in relation to this one. The rise of an actor like Beijing brings new structural changes that make the complexion of the international system and its distribution of power quite different, so it becomes relevant to analyze the reemergency of a superpower like China. O clássico binómio das dimensões da segurança – interna e externa – acabou por tornar-se obsoleto. Em paralelo, a proliferação dos conflitos intraestatais contribuiu para o desenvolvimento de uma abordagem de complementaridade, entre as vertentes militar e civil, da gestão de crises. O principal objetivo do presente trabalho é, neste sentido, o de analisar as potencialidades das forças de tipo gendarmerie – especialmente as da Força de Gendarmerie Europeia – no preenchimento do security gap, na missão de paz operacionalizada pela União Europeia em 2014 na República Centro Africana. A investigação permitiu concluir que os atributos característicos da Força de Gendarmerie Europeia representam um claro valor acrescentado face à atuação das forças policiais e das forças militares, essencialmente no preenchimento do security gap. Apesar da reduzida área de atuação definida pelo mandato da missão, a presença europeia na região contribuiu fortemente para assegurar a estabilização de uma área urbana fundamental da capital, evidenciando a proeminente interoperabilidade e capacidade exemplar da Força de Genderamerie Europeia na construção de relações de confiança mútua com os civis nacionais. A análise permitiu observar a sobreposição entre a missão da União e a diminuição considerável das ameaças à segurança do Estado, bem como do sentimento de insegurança percecionado pelos nacionais.; The post-Cold War era paved the way for the need to conceptualize a renewed thinking of security, as a consequence of the emerging transnational and non-exclusively military threats. The classic binomial of security dimensions – internal and external – turned out to be obsolete. In parallel, the proliferation of intrastate conflicts has contributed to the development of an approach of complementarity between the military and civilian aspects of crisis management. This study aims to analyze the potential of gendarmerie forces – especially that of the European Gendarmerie Force – in view of the filling the security gap in the European Union’s peacekeeping mission operationalized in 2014 in the Central African Republic. The investigation led to the conclusion that the characteristic attributes of the European Gendarmerie Force represent a clear added value compared to the performance of the police and military forces, essentially in filling the security gap. Despite the limited area of responsibility defined by the mission’s mandate, the European presence in the region contributed strongly to ensure the stabilization of a fundamental urban area of the capital city, highlighting the prominent interoperability and exemplary capacity of the European Gendarmerie Force in building relationships of mutual trust with national civilians. The analysis made it possible to observe an overlap between the Union’s mission and the considerable reduction in threats to the security of the State, as well as the feeling of insecurity perceived by nationals. O presente artigo analisa a pirataria no Corno de África no dealbar do presente século e o modo como influenciou a segurança marítima da região. As conclusões obtidas mostram que o fenómeno teve origens diversas, evoluiu de forma distinta e exerceu, no período 2008 - 2012, influência decisiva na insegurança marítima no Oceano Índico Ocidental. Afetou relevantes linhas de comunicação marítimas, restringiu a livre passagem de navios, lesou o comércio marítimo internacional e colocou em risco a vida de pessoas ligadas ao mar.; Piracy is currently one of the main security threats in different maritime spaces around the globe. This article analyses piracy in the Horn of Africa at the dawn of the present century and how it influenced maritime security in the region. The conclusions obtained show that the phenomenon had distinct origins, evolved in different ways and, in the period 2008 - 2012, had a decisive influence on maritime insecurity in the Western Indian Ocean. It affected relevant sea lines of communication, restricted the free passage of ships, harmed international maritime trade and endangered the lives of people connected to the sea. Descrição: Lusíada. Este conflito demonstra-se especialmente relevante não apenas pelo inimigo que se enfrenta, caracterizado no quadro das “novas ameaças”, mas igualmente pelo Estado alvo de ataque. Caracterizado como um Estado democrático frágil, apresentando como conexão direta o recurso a meios securitários mais tradicionais quando em confronto com as ameaças emergentes.; This work aims to understand how the Mozambican State has managed to manage the armed conflict in Cabo Delgado that started in October 2017 and has been going on for almost 4 years, with no signs of slowing down. This conflict proves to be especially relevant not only for the enemy it faces, characterized in the context of “new threats”, but also for the State targeted by attack. Characterized as a fragile democratic State, presenting as a direct connection the use of more traditional security means when confronted with emerging threats. Descrição: Lusíada.
