Autor: Ferreira, Manuel Ennes; Bastos, Marlene
Factores diversos explicam as suas trajectórias.; The 'resoluce curse' analysis highlights the negative influence that natural resources, namely minerais, might have on a country's economic, political and social development, as well as on domestic stability. Truly, it is not a linear relationship, although Sub-Saharan Africa seems to fit in that idea. Yet, two different case studies might be presented: on one hand, Nigeria, an oil exporter country; on the other hand, Botswana, a diamond producer. The latter has achieved a better economic performance and political stability as well. Several factors explain the paths of both contries.

This period unfolds under the sign of tensions between Portugal and Great Britain concerning the future of Portugal's presence in Africa during the last quarter of the XIX century.
The guidelines of "Estado Novo" colonial policy are ais o focused, along with Salazar's determination to defend Portugal's African and Asian colonies against mounting nationalism and against a new policy - non-alignment - which arose during the 1950's and 1960's, that emerged from Bandung Conference (April 1955).
Afro-Asian policies were consciously orientated towards a confrontation with Portuguese government as a strategy based on self-determination. The relationship between the above-mentioned countries and Portugal was aggravated by the political and ideological struggle between USSR and United States.

How to concretize the expectations of the Second Summit European Union-Africa that took place in Lisbon, by the end of 2007? During it new paths for the relationship of EU with its Southern partners were established. Since the first Summit, in Cairo, in 2000, the world has gone through deep changes, with the globalization accelerating and the interdependency of international actors becoming more and more complex. During that period the European Security and Defence Policy (ESDP) saw several evolving phases.
The most concrete output of the Lisbon Summit was the approval of an EU-Africa Joint Strategy, including an Action Plan for 2008-2010. This commitment has the objective of taking the EU-Africa relation to a new strategic level, by the reinforcement of the political partnership and the deepening of co-operation. It looks like Europe will be more involved with its security concerning the South adopting a set of measures to reinforce the African military capabilities. This text proposes to confirm if the EU's role as an international actor can be reinforced by the successful achievement of projects approved during the Summit, like the building up of the African Peace and Security Architecture (APSA), and also if the ESDP may necessitate some reconfiguration to be able to answer to that challenge.
